A “Diaspora Act” for the adoption of appropriate legal frameworks.

 

To support these proposals and new initiatives by young Congolese in the diaspora, work should be done to develop appropriate legal frameworks that take into account the challenges associated with the dual status of members of economic diasporas in their countries of residence and origin. Removing some of the obstacles faced by talented individuals would improve the business climate for all entrepreneurs.

The establishment of a Diaspora Pact for young Congolese would thus respond to the following challenges:

FACILITATE THE CIRCULATION OF SKILLS

Particularly for students, researchers and generally all stakeholders capable of accelerating the transfer of knowledge and technologies. Develop “business mobility” schemes for economic diasporas (support for study trips, invitation and participation in business events, talent visas, etc.);

Legal, fiscal, land and/or regulatory by centralizing information concerning members of the diaspora in the manner of a single window ensuring the administrative interface; these measures must be simple and pragmatic.
